Abstract(s)
O presente artigo é um contributo à reflexão do poder local acerca dos modelos de orçamento
participativo. Partindo da perspetiva de Cabannes de que a vontade política é condição sine qua non
para a construção e desenvolvimento do orçamento participativo, analisa‑se, a partir de um estudo de
caso, as representações de um executivo autárquico face às potencialidades e constrangimentos deste
modelo de gestão pública participada. A análise de conteúdo dos dados recolhidos permitiu‑nos com‑
preender que o sucesso destes instrumentos autárquicos de participação comunitária reside, sobretudo:
na capacidade de diálogo inteligível entre executivo, técnicos e cidadãos; no compromisso camarário
de gestão transparente da coisa pública; no comprometimento responsável dos diversos atores sociais
envolvidos e no potencial de um plano de mobilização dos cidadãos para a participação e intervenção
do espaço público.

The content analysis of the data collected allows us to state that the success of these municipal instruments of community partici‑ pation lies above all in: the capacity for intelligible dialogue between executive, technicians and citizens; the City Council commitment to transparent management of public affairs; the responsible commitment of the various stakeholders involved and the potential of a citizens’ mobilization plan for the participation and intervention of public space.
