A Tese aborda a temática da avaliação e regulação dos sistemas de qualidade da educação
superior, buscando elementos convergentes e divergentes entre os contextos institucionais
e políticos de Portugal e do Brasil, numa análise comparada das práticas avaliativas de
qualidade da educação superior da A3ES - Portugal e do SINAES/MEC - Brasil, bem
como os sentidos e identidades que as referidas práticas carregam em si, levando em
consideração as políticas educacionais adotadas e os impactos das mesmas na formação
discente. Para tal, foram desenvolvidos dois estudos. O primeiro estudo, Avaliação e
Regulação do Sistema de Qualidade da Educação Superior: interfaces entre A3ES
(Portugal) e o SINAES/MEC (Brasil), de caráter qualitativo e exploratório, com 08
avaliadores enquanto informantes, sendo 04 da A3ES e 04 do SINAES/MEC, e 06
gestores de cursos, sendo 03 de uma Universidade portuguesa e 03 de uma Universidade
brasileira, como participantes adicionais, busca compreender as orientações das políticas
educacionais adotadas nos dois países, enquanto organizadoras de reformas educativas.
No segundo estudo, Percepções dos discentes de Universidades de Portugal e do Brasil
sobre a avaliação da qualidade do ensino superior, foi aplicado o Questionário da
Percepção Discente sobre a Qualidade do Ensino Superior (QPDQES), com 300
discentes enquanto informantes, sendo 150 de uma Universidade portuguesa e 150 de
uma Universidade brasileira, a fim de compreender a realidade experienciada pelos
mesmos, abrindo espaço para a compreensão dos processos educativos num contexto
mais amplo.
The Thesis addresses the issue of evaluation and regulation of higher education quality systems, seeking converging and diverging elements between the institutional and political contexts of Portugal and Brazil, in a comparative analysis of the quality evaluation practices of higher education at A3ES - Portugal and of SINAES/MEC - Brazil, as well as the meanings and identities that these practices carry within themselves, taking into account the educational policies adopted and their impacts on student education. To this end, two studies were developed. The first study, Evaluation and Regulation of the Higher Education Quality System: interfaces between A3ES (Portugal) and SINAES/MEC (Brazil) of qualitative and exploratory nature, with 08 evaluators as informants, 04 from A3ES and 04 from SINAES/MEC, and 06 course managers, 03 from a Portuguese University and 03 from a Brazilian University, as additional participants, seeks to understand the guidelines of educational policies adopted in both countries, as organizers of educational reforms.
