Nas últimas décadas, temos testemunhado um movimento global em que muitas
cidades ao redor do mundo abraçaram a visão de tornarem-se cidades inteligentes
(Praharaj & Han, 2019). Este movimento tem sido impulsionado pelo desejo de
manterem-se atualizadas e competitivas num cenário global em constante evolução. No
entanto, cada cidade está a percorrer este caminho de modernização e inovação ao seu
próprio ritmo, adaptando-se às suas necessidades e circunstâncias específicas.

A Região Autónoma da Madeira não é exceção a esta tendência global.
Anualmente, a RAM empenha-se em adotar métodos inovadores, implementar ideias
progressistas e cumprir normas rigorosas, tudo isto com o objetivo de tornar-se uma
comunidade mais sustentável e eficiente. A região tem sido proativa na aplicação de
tecnologias avançadas para beneficiar tanto os seus residentes como os visitantes,
mantendo-se atualizada e alinhada com as diretrizes das cidades inteligentes.
Neste contexto, o presente estudo concentra-se especificamente na cidade do
Funchal, examinando de que forma tem evoluído como uma cidade inteligente e, mais
concretamente, como a Câmara Municipal do Funchal (CMF) tem liderado este processo.
A pesquisa adotou uma abordagem mista, combinando métodos qualitativos na revisão
da literatura com métodos quantitativos através da aplicação de um questionário online.
O objetivo deste trabalho é avaliar o nível de conhecimento dos cidadãos sobre o
conceito de Smart City, bem como determinar se estão cientes das iniciativas em curso
para transformar o Funchal numa cidade inteligente. Além disso, pretende-se identificar
potenciais medidas que podem ser adotadas para melhorar ainda mais a qualidade de vida
na RAM, promovendo o desenvolvimento sustentável e a eficácia das suas práticas
urbanas.
In recent decades, we have witnessed a global movement in which many cities around the world have embraced the vision of becoming smart cities (Praharaj & Han, 2019). This movement has been driven by the desire to stay current and competitive in a constantly evolving global landscape. However, each city is following this path of modernization and innovation at its own pace, adapting to its specific needs and circumstances (Ahvenniemi, Huovila, Pinto-Seppä, & Airaksinen, 2017). The Autonomous Region of Madeira is no exception to this global trend. Every year, RAM strives to adopt innovative methods, implement progressive ideas and meet strict standards, all with the aim of becoming a more sustainable and efficient community. The region has been proactive in applying advanced technologies to benefit both its residents and visitors while staying current and aligned with smart city guidelines. In this context, this study focuses specifically on the city of Funchal, examining how it has evolved as a smart city and, more specifically, how CMF has led this process. The research adopted a mixed approach, combining qualitative methods in the literature review with quantitative methods through the application of an online questionnaire. The objective of this work is to evaluate the level of knowledge of citizens about the concept of Smart City, as well as to determine if they are aware of the ongoing initiatives to transform Funchal into a smart city. In addition, it seeks to identify potential measures that can be adopted to further improve the quality of life in the Autonomous Region of Madeira, promoting sustainable development and the effectiveness of its urban practices.
