dc.description.abstract	A opção pela descentralização do sistema educativo impõe-se cada vez mais como a realidade de muitos países europeus, que têm vindo a pensar e a adotar sistemas mais flexíveis e próximos da comunidade. Portugal não é exceção e tem desbravado caminho com a mesma intenção. Nas últimas décadas assiste-se à aposta no local, idealizado com capacidade de conceção e decisão autónoma, dentro dos limites da intervenção local definidos por lei. É neste âmbito que, com o Decreto-Lei n.º 7/2003, as estruturas locais de educação se tornam obrigatórias, com a designação de Conselho Municipal de Educação. A nossa investigação tem como finalidade compreender como é que o Conselho Municipal de Educação amplia a descentralização educativa, nomeadamente: conhecer as competências municipais ao nível da educação, analisar localmente o processo de descentralização educativa, compreender como é que o Conselho Municipal de Educação articula a sua ação com os vários parceiros locais e compreender a relação do Conselho Municipal de Educação com os Projetos Educativos das Escolas. Assume-se como um estudo de caso, no município de Óbidos. Termina-se realçando que a emergência do local não tem como consequência a aniquilação do poder do sistema central, nem lhe depositam as esperanças de resolução de todos os problemas que o poder central não consegue mais suportar. No entanto, não se pode ignorar que os agentes locais estão mais conscientes da realidade onde se inserem e, dessa forma, podem agilizar recursos no sentido de responder rápida e eficazmente às necessidades da população.	pt_PT
dc.description.abstract	The option to decentralize the educational system is becoming more and more the reality of many European countries have been thinking and adopting ones that are more flexible and closer to the community. Portugal is no exception and has been building its way with the same intention. In the last decades, we have witnessed the bet on the place, idealized with the capacity of conception and autonomous decision, within the limits of local intervention defined by law. It is in this context that, with Decree-Law No. 7/2003, the local education structures become mandatory, with the designation of Municipal Education Council. Our research aims to understand how the Municipal Education Council extends educational decentralization, namely: to know the municipal competences in terms of education, to analyze locally the educational decentralization processes, to understand how the Municipal Education Council articulates its action with the various local partners and to understand the relationship of the Municipal Education Council with the Schools' Educational Projects. It is assumed as a case study, concretely of Óbidos, and it will follow a qualitative approach. It ends by emphasizing that the emergence of the local does not result in the annihilation of the power of the central system, nor does it place the hope of solving all the problems that the central power can no longer bear. However, it cannot be ignored that local agents are more aware of the reality in which they operate and, thus, can streamline resources in order to respond quickly and effectively to the needs of the population.	pt_PT
