Abstract(s)
Prevendo a entrada em vigor dos regulamentos europeus para o dimensionamento de
estruturas para breve e também o abandono da legislação portuguesa, importa analisar de uma forma
global os novos procedimentos e implicações que terá a nova legislação europeia no projeto de
estabilidade de um edifício de médio porte em Portugal.
A legislação portuguesa, nomeadamente o Regulamento de Segurança e Ações para Estruturas
de Edifícios e Pontes e o Regulamento de Estruturas de Betão Armado e Pré-Esforçado, ainda estão
em vigor, contando já com mais de três décadas desde a sua publicação.
Os Eurocódigos, embora mais complexos que a legislação portuguesa, permitem uma
abordagem de projeto integrada, constituindo um passo importante na integração de novos
procedimentos, cientificamente mais adequados ao projeto de estruturas.
A presente dissertação tem como objetivo fazer uma abordagem qualitativa e quantitativa
sobre o verdadeiro impacto que a nova legislação europeia terá no projeto estrutural de um edifício
de médio porte de betão armado, através da completa execução do projeto estrutural pela legislação
portuguesa (RSA e REBAP) e compará-lo com o mesmo projeto elaborado pelas diretrizes da legislação
europeia (EC0, EC1, EC2 e EC8). Para além da análise comparativa que ao longo da presente dissertação
é feita, capítulo a capítulo, entre as duas legislações, este estudo tem também como objetivo a
perceção do impacto que a nova legislação terá no custo global de um edifício.
Anticipating the entry in a near future of the European regulations for the design of structures and also the abandonment of the Portuguese legislation, it is relevant to analyse the importance of a comprehensive study of the new procedures and implications will the new European legislation in a medium-sized building stability project in Portugal. The Portuguese legislation, in particular the Security and Actions Rules for Building Structures and Bridges and Concrete Structures Regulation Armed and Prestressed, are still in effect, already with about three decades since its publication. The Eurocodes, although more complex than the Portuguese legislation, allow an integrated design approach, representing an important step in ending the separation between the various specialties of the structural design of a reinforced concrete building, such as the separation of structure design with the design of foundations. Through the full implementation of the structural design by the Portuguese legislation (RSA and REBAP) and compare it with the same design guidelines drawn up by the European legislation (EC0, EC1, EC2 and EC8), this thesis aims to make a qualitative and quantitative approach to the real impact of the new European legislation will have on the structural design of a mid-size reinforced concrete building. Besides the comparative analysis throughout this dissertation is done chapter by chapter between the two laws, this study aims to reveal the real additional costs that will have the new legislation in the overall value of a building.
