Ao longo dos últimos anos, sobretudo após o período pandémico, a sociedade tem
enfrentado mudanças significativas, refletidas em novos comportamentos sociais e numa
perceção alterada da criminalidade, apesar da ligeira redução registada em 2024.
Neste contexto, a segurança pública assume relevância no desenvolvimento
comunitário, dado que o aumento da criminalidade e o sentimento de insegurança afetam a
coesão social, a confiança interpessoal e o bem-estar coletivo. Acresce a escassez de
investigação sobre o tema, especialmente a nível regional, onde se verifica a ausência de estudos
congéneres.
Assim, a presente investigação tem como objetivo geral analisar o impacto do Programa
Escola Segura na segurança pública, considerando o seu papel na educação para a prevenção
criminal e promoção da cidadania. A questão-problema formulada é: Qual é o impacto dos
programas educativos para prevenir a criminalidade e promover a cidadania na Região
Autónoma da Madeira?
Para este efeito, a metodologia adotada foi de natureza mista, recolhendo dados junto de
estudantes, um responsável pela direção escolar de uma escola da região, e um responsável pelo
Programa Escola Segura, assim como fontes documentais.
Neste sentido, os resultados evidenciaram que os programas de prevenção criminal, em
particular o Programa Escola Segura, têm um impacto positivo e tangível nos participantes,
sobretudo ao nível da sensibilização. Verificou-se que cerca de 93% dos inquiridos reconhecem
a educação como essencial na prevenção criminal, sendo que, numa escala de 1 a 5, a maioria
atribuiu valores de 4 e 5 à importância do programa enquanto mecanismo de prevenção criminal
e de promoção da cidadania, apesar de limitações como a falta de atividades práticas e de
acompanhamento contínuo, a baixa frequência de ações e o baixo envolvimento da comunidade.
Em suma, delineia-se um caminho onde a prevenção e a cidadania se entrelaçam como
pilares do desenvolvimento comunitário, cruciais para um impacto positivo.
Over recent years, especially following the pandemic period, society has faced significant changes, reflected in new social behaviors and an altered perception of crime, despite the slight reduction recorded in 2024. In this context, public safety assumes relevance in community development, given that the increase in crime and the feeling of insecurity directly affect social cohesion, interpersonal trust, and collective well-being. Moreover, there is a scarcity of research on the subject, particularly at the regional level, where similar studies are lacking. Thus, this investigation aims to analyze the impact of the Safe School Program on public safety, considering its role in education for crime prevention and the promotion of citizenship. The research question formulated is: What is the impact of educational programs on preventing crime and promoting citizenship in the Autonomous Region of Madeira? For this purpose, a mixed-methods approach was adopted, collecting data from students, a school management representative from a regional school, and a representative of the Safe School Program, as well as documentary sources. The results showed that crime prevention programs, particularly the Safe School Program, have a positive and tangible impact on participants, especially in terms of awareness-raising. Approximately 93% of respondents recognized education as essential in crime prevention. On a scale from 1 to 5, most participants rated the program’s importance as 4 or 5 as a mechanism for crime prevention and citizenship promotion, despite limitations such as the lack of practical activities and continuous monitoring, low frequency of actions, and limited community involvement. In summary, a path is outlined where prevention and citizenship intertwine as essential pillars of community development, crucial for a positive impact.
