Da infoexclusão à cidadania digital: um estudo de caso

Este estudo tem como objetivo principal compreender a infoexclusão enquanto problema
social no concelho do Funchal, com foco específico na população com mais de 65 anos.
Pretende-se investigar se esta faixa etária está efetivamente infoexcluída e analisar as
estratégias formativas atualmente aplicadas para a capacitação no domínio das
competências digitais.
Num mundo globalizado, a maior parte da população nasceu imersa em ferramentas e
dispositivos digitais. No entanto, a população mais envelhecida não conseguiu
acompanhar o ritmo acelerado do desenvolvimento tecnológico, originando o fenómeno
da infoexclusão, que decorre da falta de competências para aceder aos serviços online.
Este fenómeno está diretamente relacionado com o avanço das Tecnologias de
Informação e Comunicação (TIC), que promoveram a digitalização dos serviços para
facilitar o acesso da população em geral.
Desta forma, investir na educação e qualificação dos idosos torna-se imprescindível para
o desenvolvimento de competências digitais, garantindo a sua inclusão social e o
exercício pleno da cidadania digital.
Face ao exposto, para a pesquisa, considerou-se utilizar uma metodologia de investigação
qualitativa, recorrendo à análise documental e a entrevistas semiestruturadas como
técnicas de recolha de dados. Para interpretar os resultados utilizou-se a análise de
conteúdo juntamente com a triangulação dos dados.
As conclusões desta investigação apontam para a relevância das iniciativas do Município
do Funchal na promoção da inclusão digital dos idosos, evidenciando o contributo das
aulas de literacia digital para o desenvolvimento de competências e para o
envelhecimento ativo. Embora persistam desafios, conclui-se que o município tem
desempenhado um papel determinante na construção de uma cidadania digital mais
participativa e inclusiva.
This study aims to understand digital exclusion as a social problem in the municipality of Funchal, with a specific focus on the population over 65 years of age. It intends to investigate whether this age group is effectively digitally excluded and to analyze the training strategies currently applied for capacity building in the field of digital skills. In a globalized world, most of the population was born immersed in digital tools and devices. However, the older population has not been able to keep up with the accelerated pace of technological development, giving rise to the phenomenon of digital exclusion, which stems from a lack of skills to access online services. This phenomenon is directly related to the advancement of Information and Communication Technologies (ICT), which have promoted the digitization of services to facilitate access for the general population. Therefore, investing in the education and training of the elderly becomes essential for the development of digital skills, ensuring their social inclusion and the full exercise of digital citizenship. Given the above, for the research, a qualitative research methodology was considered, using document analysis and semi-structured interviews as data collection techniques. To interpret the results, content analysis was used along with data triangulation. The conclusions of this research point to the relevance of the initiatives of the Municipality of Funchal in promoting the digital inclusion of the elderly, highlighting the contribution of digital literacy classes to the development of skills and active aging. Although challenges persist, it is concluded that the municipality has played a decisive role in building a more participatory and inclusive digital citizenship.
