Turismo de natureza e desenvolvimento sustentável: o caso do Parque Natural da Madeira

Abstract(s)
Constatamos que o turismo tem um papel fulcral no desenvolvimento económico de
cidades, regiões e países, como também demonstra um forte crescimento na procura e
oferta, bem visível por todo o mundo, revelando assim ser um dos fatores de
desenvolvimento e geradores de riqueza em todas as economias mundiais.
A investigação apresenta o papel de um segmento turístico, denominado por
Turismo de Natureza (TN), entendido como um estimulador do progresso e do
desenvolvimento sustentável do Parque Natural da Madeira (PNM). O estudo e análise
desta área protegida deveu-se ao facto de a Região Autónoma da Madeira (RAM) ser
provida de recursos naturais, culturais e paisagísticos, que têm conduzido à sua afirmação a
todos os níveis. Esta investigação concentra-se no TN, praticado no PNM do arquipélago,
cujo objetivo específico pretende responder às seguintes questões:
− Será que os turistas que nos visitam têm consciência e conhecimento do
património natural, cultural e paisagístico que o PNM tem para oferecer?
− Quais as opções que podem ser selecionadas para melhorar essa perceção e
consciência de forma prática, sustentável e consistente.
Através dos resultados obtidos, pretende-se que a informação seja compartilhada
num website para que cada turista que nos procure possa identificar o local onde pretende
ficar, o que pode encontrar nesse local, bem como o que pode fazer durante a sua estadia.
O Turismo da RAM irá beneficiar com esta ferramenta de pesquisa (website), pois
poderá ser um bom instrumento para atrair turistas, de forma consciente e organizada,
como também para compreender o que pretendem, ou o que menos aprovaram na sua
estadia (por questionários breves realizados online). Isto permitirá que, posteriormente, e
através do site, se consiga identificar o ‘tipo’ de turista que nos visita, o que procura
durante a sua estadia e qual a avaliação que faz da sua experiência no arquipélago, tendo-se
em consideração os aspetos menos positivos. Assim, através da sua opinião, poderão surgir
novos modelos governativos que melhorem não só as práticas turísticas, mas também a
própria regulamentação que protege e conserva a natureza da região.
Para responder às questões acima propostas, foi necessário avaliar, identificar e
quantificar a oferta turística natural, cultural e desportiva existente e praticada no PNM,
assim como em cada concelho da RAM (i.e.: unidades de alojamento, restauração, comércio e cultura). Pretende-se que os dados recolhidos sejam organizados e
categorizados, visando criar um site online que apresente, de forma prática e eficaz, um
conjunto de informações úteis ao utilizador que desejar saber mais sobre o local que irá
visitar, aproveitando ao máximo a sua estadia.
O propósito deste trabalho de investigação foi o de responder a estas questões com
a elaboração de um inquérito a ser aplicado no terreno, ou seja, através da recolha
presencial dos dados necessários, mas devido à atual situação pandémica e às fortes
restrições impostas pelo governo regional, tal não foi possível. Optou-se por selecionar um
estudo já existente e trabalhar com uma base de dados, fornecida pelo Exmo. Senhor
Orientador desta dissertação, o Senhor Professor Doutor Luiz Pinto Machado, bem como
pelo Exmo. Senhor Professor Doutor António de Almeida.
Tourism has a pivotal role in the economic development of cities, regions, and countries, as well as demonstrating a strong growth in demand and supply, clearly evident around the world, thus revealing to be one of the factors of development, generating wealthiness in all the world's economies. This dissertation presents the role of a tourism segment, designated Turismo de Natureza (Nature Tourism), that is perceived as a stimulator of progress and sustainable development at the Parque Natural da Madeira (Madeira’s Natural Park). The study and analysis of this preserved area is due to the fact that the Autonomous Region of Madeira is endowed with natural, cultural and landscape resources, which have led to its assertion at all levels. Hence, this investigation focuses on Nature Tourism, practiced in the Madeira’s Natural Park of the archipelago, whose specific objective intends to answer the following questions: - Are visiting tourists aware of the natural, cultural and scenic heritage that the Madeira’s Natural Park has to offer? - What options can be selected to improve this awareness in a practical, sustainable and consistent way? Through the results obtained, it is intended to share the data on a website so that each tourist who searches about the archipelago can identify the place where they want to stay, as well as what they can do during their stay. Madeira’s Tourism will benefit from this research as it can attract tourists who prefer a Nature-like approach, in a conscious and organized system, as well as to understand what they want, or what they least approve during their stay (i.e., brief questionnaires performed online). This will allow, further on, to be able to identify the 'type' of tourist who visits us, what they are looking for during their stay and how they evaluate their experience in the archipelago, taking into account the less positive aspects. Through their opinion, new government models may emerge to improve not only tourist practices, but also the legislation that protects and preserves the region's nature. To answer the questions proposed above, it was necessary to evaluate, identify and quantify a natural, cultural and sporting tourism that already exists and is practiced in the Madeira’s Natural Park, as well as in each municipality of the archipelago (i.e., accommodation, catering, commerce and culture units). It is intended that the data collected is organized and categorized, being available on the website that effectively and efficiently presents a set of useful information to users who want to know more about the place they will visit, making the most of their stay. The purpose of this dissertation was to answer these questions with the preparation of an investigation to be applied in the field, that is, via a presential inquiry conduct on a group of tourists, but due to the current pandemic situation and the strong restrictions imposed by the regional government, this was not possible. It was established to select an existing study and work with a database provided by the Hon. tutor of this dissertation, Professor Dr. Luiz Pinto Machado, as well as by the Hon. Professor António de Almeida.
