Com este estudo pretendeu-se investigar a relação entre a Cidade, o
Desenvolvimento Comunitário Local e o Projeto Educativo Local como instrumento
potenciador de desenvolvimento. Deste modo, explorou-se as relações entre a escola e o
território para desvelar as necessidades latentes nas políticas sociais em educação,
relativamente à promoção do desenvolvimento local e comunitário.
O presente estudo de caso realizado no Município do Funchal, assume-se como
uma pesquisa qualitativa que aborda políticas de descentralização para o nível local, bem
como da ação educativa em termos de territórios educativos. Considerando que a
educação transcende os espaços formais em que é comumente tratada, a escola, e que o
conhecimento pode ser produzido e disseminado em outras esferas sociais e culturais,
destaca-se aqui o papel dos municípios, na possível elaboração de um Projeto Educativo
Local, identificando-se como um projeto comum à escola e ao território, enquanto espaço
educador.
O Projeto Educativo Local pode ser uma importante ferramenta estratégica para o
desenvolvimento comunitário local, sendo um processo chave de elaboração participada,
ansiando por respostas educativas e formativas mais inclusivas para toda a comunidade
local.
O PEL abriu caminho a uma definição de uma política educativa local,
trabalhando numa perspetiva de desenvolvimento da comunidade. Embora este
instrumento tenha potencial para ser um facilitador e privilegiado para introduzir
coerência de união na intervenção de parceiros diversos na educação, ainda existem
alguns entraves no que concerne aos estabelecimentos de educação e ensino,
nomeadamente no trabalho colaborativo necessário à construção do PEL.
The aim of this study was to investigate the relationship between the City, Local Community Development and the Local Educational Project as an instrument for promoting development. In this way, the relations between the school and the territory were explored to reveal the latent needs in social policies in education, in relation to the promotion of local and community development. The present case study carried out in the Municipality of Funchal, assumes itself as a qualitative research that addresses decentralization policies at the local level, as well as educational action in terms of educational territories. Considering that education transcends the formal spaces in which it is commonly treated, the school, and that knowledge can be produced and disseminated in other social and cultural spheres, the role of the municipalities in the possible elaboration of a Local Educational Project stands out here, identifying itself as a project common to the school and the territory, as an educational space. The Local Educational Project can be an important strategic tool for local community development, being a key process of participatory elaboration, longing for more inclusive educational and training responses for the entire local community. The PEL paved the way for the definition of a local educational policy, working from a community development perspective. Although this instrument has the potential to be a facilitator and privileged to introduce coherent unity in the intervention of diverse partners in education, there are still some obstacles with regard to education and teaching establishments, namely in the collaborative work necessary to build the PEL.
