Abstract(s)
Este estudo explora e analisa o fenómeno dos conflitos de interesses, tanto a nível conceitual
como a nível da sua perceção. A pertinência dada a esta temática resulta tanto da sua atualidade,
pontuada por diversos casos que foram surgindo no contexto português, como também pela sua
relevância em contexto da investigação, que distingue conflitos de interesses primários e
secundários, que poderão ser condutores a atos de corrupção. Deste modo, considerando as
tipologias de ganhos associados, os diversos contextos, confrontos entre a moralidade e o custo benefício, e a transparência por via da divulgação, presentes na agência humana, ambicionou se apurar os seus efeitos sobre a perceção da gravidade de um observador externo e imparcial.
Através de um questionário aplicado a 283 indivíduos, foram obtidos dados sobre a perceção
dos conflitos de interesses na Região Autónoma da Madeira. Os resultados demonstram que
estas variáveis são significativamente relevantes e influenciadoras da perceção externa. Assim,
e além da sua importância sociológica associada, este estudo contribui para a área da gestão na
medida que eleva a compreensão atual dos conflitos de interesses, auxiliando na criação de
mecanismos de prevenção e combate, promovendo uma cultura de ética e integridade e
aumentando a transparência nas organizações.
This study explores and analyzes the phenomenon of conflicts of interest, both at a conceptual level and at the level of perception. The relevance given to this theme results both from its current nature, punctuated by several cases that emerged in the Portuguese context, and also from its relevance in the context of investigation, which distinguishes conflicts of primary and secondary interests, which could be drivers of acts of corruption. In this way, considering the types of associated gains, the different contexts, the confrontations between morality and cost benefit, and transparency through disclosure, present in human agency, the aim was to determine their effects on the perception of gravity from an external and impartial observer. Through a questionnaire applied to 283 individuals, data were obtained on the perception of conflicts of interest in the Autonomous Region of Madeira. The results demonstrate that these variables are significantly relevant and influenced by external perception. Thus, and in addition to its associated sociological importance, this study contributes to the area of management by increasing the current understanding of conflicts of interest, helping to create prevention and combat mechanisms, promoting a culture of ethics and integrity, and increasing transparency in organizations.
