parental.
The Child and Youth Protection and Promotion System have as its central purpose the promotion of the integral development of children and young people at risk, considering as essential pillars of its intervention the adoption of a bioecological perspective, the importance of critical developmental periods, and the characteristics of parental functioning. However, it is important to analyse the impact of the intervention and specific aspects such as the quality of the assessment, the coherence of the intervention, and the integration of levels of inference on the development of children and young people. This study aims to analyse the developmental impact on children of intervention in complex cases judicially monitored by the Multidisciplinary Technical Advisory Team (EMAT). A qualitative approach was adopted, through a case study, with documentary analysis of five Child and Youth Protection and Promotion Processes, initiated between 2017 and 2023. The analysis focused on the actions of the entities, the integration and balance between the levels of inference, the technical judicial agreement, and the impact on parental functioning. The results show that changes in parental functioning are more consistent when the intervention is adjusted and there is adherence from caregivers. Judicial delays have proven to be a critical factor, potentially prolonging at-risk situations, compromising bonds, and affecting the effectiveness of measures. Children's developmental gains emerge from the articulation between assessment, appropriate intervention, and consolidation time; while technical-judicial agreement is relevant, it is insufficient to guarantee change. It is concluded that the effective promotion of holistic development requires well-founded assessments, coherent intervention, and temporal continuity.
