Abstract(s)
São objeto de preocupações por parte de vários organismos nacionais e internacionais as
questões da globalização e da evolução das tecnologias digitais, pelas transformações dinâmicas e
constantes nas sociedades do século XXI. O défice de qualificações da população reflete-se num
obstáculo ao desenvolvimento das sociedades. E por isso, têm exigido esforços nas redefinições das
estratégias políticas adequadas a estes fenómenos.
O ensino profissional assume uma influência preponderante para a sociedade numa
dimensão individual e social com a responsabilidade de preparar os indivíduos ao nível dos
conhecimentos, aptidões, atitudes e valores, atribuindo-lhes uma qualificação especializada para o
mundo do trabalho, permeabilizando a resposta às necessidades da economia e do desenvolvimento
da sociedade.
No século XXI assiste-se em Portugal a um percurso evolutivo na reestruturação das
políticas de educação e formação profissional com uma forte influência das estratégicas europeias.
Ao longo de toda a reorganização destas políticas públicas verifica-se que atribuem relevância à
diversidade e qualidade das ofertas formativas, como recurso estratégico para a igualdade de
oportunidades e equidade face à emergência das novas realidades e o impulso para o
desenvolvimento local e comunitário.
A presente investigação, assume-se como um estudo caso com a finalidade de compreender
qual o contributo da educação e formação profissional para o desenvolvimento da Região Autónoma
da Madeira, com uma abordagem metodológica de pesquisa qualitativa, privilegiando o contributo
das técnicas de recolha de dados das entrevistas semiestruturadas e a análise documental. A
interpretação dos dados permitiu compreender a perspetiva dos decisores políticos relativamente ao
contributo dos cursos profissionais. Pela natureza deste estudo, é fundamental salvaguardar os
princípios éticos da investigação, seguindo as recomendações da Proteção de Dados e da Comissão
de Ética da Universidade da Madeira.
The issues of globalization and the evolution of digital technologies are the subject of concern on the part of several national and international organizations, due to the dynamic and constant transformations in 21st century societies. The population's skills shortage is an obstacle to the development of societies. And for this reason, efforts have been required to redefine political strategies appropriate to these phenomena. Professional education assumes a preponderant influence on society in an individual and social dimension with the responsibility of preparing individuals in terms of knowledge, skills, attitudes and values, giving them specialized qualifications for the world of work, permeating the response to needs of the economy and the development of society. In the 21st century, Portugal is witnessing an evolutionary path in the restructuring of education and professional training policies with a strong influence from European strategies. Throughout the reorganization of these public policies, it can be seen that they attribute relevance to the diversity and quality of training offers, as a strategic resource for equal opportunities and equity in the face of the emergence of new realities and the impetus for local and community development. The present investigation is a case study with the purpose of understanding the contribution of education and professional training to the development of the Autonomous Region of Madeira, with a methodological approach of qualitative research, privileging the contribution of data collection techniques. semi-structured interviews and document analysis. Interpreting the data allows us to understand the perspective of policy makers regarding the contribution of professional courses. Due to the nature of this study, it is essential to safeguard the ethical principles of the research, following the recommendations of Data Protection and the Ethics Committee of the University of Madeira.
