- The use of detention basins to reduce flash flood hazard in small and steep volcanic watersheds - a simulation from Madeira IslandPublication . Vieira, I.; Barreto, V.; Figueira, C.; Lousada, S.; Prada, S.Madeira, like many mountainous volcanic islands, is susceptible to flash floods. Throughout its history, about 40 large events resulted in more than 1200 victims and countless damages. Recently, urban areas expanded greatly, leading to a higher exposure of the population to flash floods. In order to analyse ways to reduce vulnerability and decrease hazard in the urbanised, flash flood prone watershed of the Machico River, the construction of detention basins (DB) is simulated. A hydrological and hydraulic model was performed to determine if they would be a viable option to protect downstream populations. Modelling suggests that two 12 m high outlet structures, and a storage capacity of 111 298 m3 (DB1) and 121 095 m3 (DB2), would reduce peak discharge by 72%, from a precipitation event with a return period of 100 years. Two identified sen sitive Sections (S) had their fill rates reduced from 130.6% to 79.6% (S1) and from 128.6% to 33.4% (S2), thus preventing channel overflow. A concise eco nomic analysis was made in terms of implementation and maintenance costs, as well as a SWOT analysis highlighting that DB should be regarded as a viable engineering solution to reduce vulnerability to flash floods hazards in volcanic islands with small, steep, and urbanised watersheds.
- Local Housing Strategy: Analysis of Importance and Implementation in Machico Municipality, MadeiraPublication . In addition to addressing the rehabilitation of private and public hous ing and the increase in housing supply, the study also explores how ELH relate to the new generation of housing policies and the public support program for promoting housing solutions for vulnerable people. It is important to note that the implementation of ELH in Machico also has a positive impact on the local landscape and climate resilience, promoting the conservation of important forest areas for the production and management of natural resources.
- Dynamics of the land use changes and the associated barriers and opportunities for sustainable development on peripheral and insular territories: The Madeira Island (Portugal)Publication . Castanho, Rui Alexandre; Lousada, Sérgio; Gómez, José Manuel Naranjo; Escórcio, Patrícia; Cabezas, José; Fernández-Pozo, Luis; Loures, LuísConsidering the complex dynamics, patterns, and particularities that peripheral and insular territories/regions present—e.g., as the fragility, they show to achieve a sustain able development and growth—a study that analyzes the land uses of this territories is seen as pivotal to identify barriers and opportunities for a long-term sustained devel opment. Contextually, a general analysis was carried out through case study research methods covering those territorial typologies of the insular territory of Madeira Island, Portugal. The study, which was carried out through GIS mapping tools, enabled us to identify the land use changes in the last decades over the territory—allowing to estab lish a relation and identification of the associated barriers and opportunities presented by the territories to face the emerging sustainable development challenges. The study reveals the evident limitations of “ultra-peripheral” territories not only by the physical spatial dimensions but also by the difficulty to reconvert land uses. Thus, the main actors and their policies over the territory are even more relevant and need to be conducted in a more reasonable way—considering the fragility of this regions; such actions present higher impact over the territory and over their inhabitants’ life’s quality standards and finally on the long-term sustainability.
- Projeto e Gestão Otimizada de Sistemas de Rega. Caso de Estudo – RAMPublication . Vasconcelos, Eduardo Luís Nascimento; Lousada, Sérgio António Neves; Moura, André Diogo Sousa; Gonçalves, Leonardo BazilioDevido ao aumento das temperaturas no planeta e com a consequente redução de água própria para a agricultura, urge a preocupação do estudo de sistemas de rega, desde a concessão de projeto à gestão otimizada do mesmo. Pretende-se com este trabalho controlar as perdas de água ao longo de todo o sistema, procurando sempre ter em atenção a viabilidade das soluções propostas e existentes. A otimização do sistema de rega em estudo resulta da análise comparativa ao consumo hídrico entre a policultura e a monocultura, assim como, da redução do consumo associado à predisposição deste sistema – i.e. área; caudal; perda de carga; potência da eletrobomba; capacidade hidráulica. Contextualmente, o propósito do presente trabalho traduziu-se na proposta de um novo sistema mais eficiente ao nível dos consumos energético e hídrico. A implementação de medidas ao nível do dimensionamento e tipologia do sistema utilizado, revelam-se fulcrais para o incremento da respetiva eficiência.
- Standardized Reading of Sustainable Tourism Indicators for Ultraperipheral RegionsPublication . Leite, Eduardo; Mota, Luís; Lousada, Sérgio; Leite, AnaSustainable development raises various challenges in terms of UPR for putting public policies into effect, and the concept, namely about the definition of metrics, is adapted to small parcels of territory. The objective of the present study is to introduce an alphanumeric reading scale for the tourism sustainability indicators in UPR, to be precise, Madeira and the Azores to allow a better interpretation and understanding. A total of 25 indicators were compared in the last 5 years and with the COVID-19 pandemic, although there are positive performances, a lack of data was observed for some indicators, and some lack of information in the last 2 years or more. During the last 5 years, the pillar of environmental sustainability has maintained its ideal form, but in comparison with the last 2 years, it has moved to critical status, which is in part a consequence of the lack of recorded data. There are indicators that are not registered on the UPR and some data from Turismo de Portugal refer only to the mainland zone. The major implication is raised in terms of the existing indicator systems, which are not all provided periodically, influencing the interpretation of the indicators of Portuguese UPR. Consequently, assertive, sustainable decisions are difficult to be taken based on non-existent or insufficient data.
- Modeling of maritime agitation for the design of maritime infraestructures: the case study of Madeira ArchipelagoPublication . Gonçalves, Roberto Silva; Camacho, Rafael Freitas; Lousada, Sérgio; Castanho, Rui AlexandreThe modeling of maritime agitation is a valuable tool regarding the dimensioning of maritime works - spatial planning processes - according to with the Maritime Space (POEM). Based on a probabilistic analysis of significant heights, resulting in the design wave for this dimensioning, it allows to avoid situations of structures galvanization and, consequently, flooding of urbanized areas. The maritime weather along the Autonomous Region of Madeira Island (RAM) it presents the ideal features to develop this typology of study. In this regard, it is pivotal to perform an analysis of the oceanographic and geotechnical features of Madeira Archipelago regarding the ports of Funchal, Caniçal, Porto Moniz and Porto Santo. Through informatics available data by the governmental entities, it has been possible to develop a mapping of the maritime agitation occurring on the case study sites. With the research, and considering the lack of recent bathymetric studies, and wave buoy with incomplete characterization, it has been defined the relevance of a probabilistic analysis based on a return period of a 100 years, enabling to well-design and planning that typology of infrastructures; once at a regional reality it fosters to promote a considerable increase in the life´s standards of the urban agglomerations.
- Modelação de sistemas de abastecimento de água. O caso de Ilha da MadeiraPublication . Lousada, Sérgio; Silva, Pedro Soares da; Castanho, Rui Alexandre; Naranjo-Gómez, José ManuelA temática da insuficiência de água disponível para con sumo é essencial no debate social devido à importância natural deste recurso e às previsões de aumentos exponen ciais demográficos, o que introduziu uma maior pressão sobre o ciclo deste recurso finito e essencial para a ma nutenção do equilíbrio natural. A infraestrutura respon sável pela sua distribuição deve ser concebida, mantida e explorada eficazmente. Este estudo aborda a modelação e a calibração digital desta tipologia de infraestruturas, recorrendo a um software da especialidade, aplicando-o a um caso prático: concelho de Câmara de Lobos, na Ilha da Madeira (Portugal). Através deste estudo e da análise do modelo foi possível verificar as elevadas perdas no sistema de distribuição, além das causas, i.e, elevadas pressões e velocidades a que estão sujeitas as componentes da rede, devido à orografia da ilha da Madeira.
